Setting up Chromecast without WiFi available requires a phone or tablet that has a Data Connection and another device that is WiFi enabled. Throw these all together with your ChromeCast and you can watch videos where there is no WiFi! Note that your data usage will go THROUGH THE ROOF since it will want to stream at high definition.
