You could try this hack. Just be careful. And note that this solution might not work for you since you might have a different problem with your hoverboard.
CAUTION: LI-ION cells can be volatile causing slight explosions if used improperly. If the cells are physically or electrically damaged, the resuscitation procedure in this video cannot be used.

Presented solution help mostly when the battery was uncharged longer period of time.
This battery was not charged long time (one year), and the voltage dropped from (36V – 40V) to 6.86V and, because of this, the electronics from the battery does not allow charging any more. In order to revive this battery we need to skip the electrnic module of the battery, and charge the cell directly for a few seconds.
